Nationally Appropriate Mitigation Actions for Low Carbon Island Development Strategy

Creating investments in low carbon technology to ensure a low carbon path for Mauritius

The objective of this project is to ensure a low carbon economy development pathway for Mauritius by establishing the national capacity for formulating, prioritizing mitigation actions to implement Mauritius’ Nationally Determined Contribution (NDC) for all mitigation sectors and further develop the local capacity to design and implement mitigation actions relevant for the energy sector. The project is structured into three components, as follows:

Component 1: Strengthen national capability to identify, prioritize and develop mitigation actions to meet NDCs targets.
It is led by the Ministry of Environment, Solid Waste Management and Climate Change in consultation with stakeholders of key mitigation sectors namely energy industries, transport, IPPU, solid and liquid waste, agriculture, and forestry, with technical support of UNEP Copenhagen Climate Centre.
Mauritius first National Climate Change Mitigation Strategy and Action Plan for Republic of Mauritius (RoM) has been developed under this component, including a Stakeholder Engagement Plan, Guidelines for Identifying and Prioritising Mitigation Actions, and a Gender Action Plan.

Component 2: Initiate implementations on Renewable Energy (RE) target to meet the NDC goals through development of regulatory, legal and policy framework, streamlining electricity project approval process, RE grid integration and smart grid development strategy.
It is led by the Ministry of Energy and Public Utilities, Central Electricity Board (CEB) and Utility Regulatory Authority (URA), with technical support of UNEP Copenhagen Climate Centre for the development of project proposals and financial mechanisms for the implementation of mitigation measures.
CEB and URA have updated the regulatory, legal and policy framework developed to promote RE, streamlined renewable energy project approval processes, and developed a renewable energy grid integration and smart grid development strategy.

Component 3: Establishment of an Enhanced Transparency Framework (ETF) to track and transparently report on NDC implementations including link to the national registry mechanism and monitoring plan covering key parameters for all sectors.
It is led by the Ministry of Environment, Solid Waste Management and Climate Change and the Statistic Mauritius with technical support of UNEP Copenhagen Climate Centre. The institutional framework and system for measurement, reporting and verification of mitigation measures and their impacts has been developed, and a national online registry to monitor and report climate action and support has been implemented, the MauNDC Registry.

The Nationally Appropriate Mitigation Actions for Low Carbon Island Development Strategy project is carried out through UN Environment and in partnership with the Ministry of Environment, Solid Waste Management and Climate Change of Mauritius. It is funded by GEF.
