UDP seeks short-term Consultancy support

UNEP DTU Partnership is seeking to hire a short term Consultant to Support the project Increased transparency and documentation of private sector contributions to NDCs.

Nature of assignment

Although a number of programs are being implemented focusing on developing institutional capacity and relevant tools and methods for impact assessment of NDC implementation to response the  capacity gaps at national levels to fulfil the goals of Enhanced Transparency framework; However, the private-sector and other non-state actions are not well reflected in national or international efforts towards Transparency. Documenting how the private sector and other non-state actors have contributed to the reduction of GHG emission as well as to Sustainable Development goals and targets  will be key in furthering their engagement in the necessary enhanced ambition required to meet the goals of the Paris Agreement and the 2030 Agenda.

On this background, this projects aims at supporting the private sector actions to be fully reflected in national or international efforts. Guides for transparency systems will be developed to ensure that mitigation efforts from the private sector are appropriately Measured, Reported and Verified (MRV), both as part of national efforts and to bring credibility to the many international pledges made by these groups of actors.

The consultant will work in close cooperation with UDP representative to deliver the following tasks:

1- Review methods to assess the sustainable-development impacts of climate change-mitigation actions by businesses (companies), with a view to strengthening the sustainability of these actions.

Activities:

  1. Identifying and describing all protocols/frameworks available for SD assessment
  2. Selecting the most appropriate protocols
  3. Documenting the selected protocols

Deliverable#1:
A report on reviewing methods to assess the sustainable-development impacts of climate change-mitigation actions by businesses (companies), with a view to strengthening the sustainability of these actions

2- Assessment of the above selected protocols/Frameworks and report on the pros and cons of current reporting tools and recommendations for future development

Activities:

  1. Defining assessment criteria using literatures or/and survey or interview with companies
  2. Illustration of pros and cons of each selected framework/protocol
  3. Show case of best practices
  4. Recommendation for improvement of existing challenges

Deliverable#2
Report on the pros and cons of current reporting tools, best practices and recommendations for future development

Consultant should follow the following steps in delivery of each of the two above tasks

  1. Develop TORs for analysis (i.e how does this link to NDCs in countries; How does this link with what firms of different types and sizes are reporting)”
  2. Extract, systematise and analyse results of application of  “multiple purpose” survey/deep interview
  3. Develop final proposal incorporating inputs from different stakeholders
  4. Develop Report

DELIVERABLES / OUTPUTS:
The consultant would be hire for the period of 1 August 2020 to 15 October 2021 but it is not requested to be involved full time.

The consultant would be hire for the period of 1 August 2020 to 15 October 2021 but it is not requested to be involved full time.

The available Budget is 8000 USD

Qualifications for consultant:

  • Education- PhD in Environmental Science with the focus of Sustainability Assessment

.Work Experience

  • Minimum of ten years of relevant work experience in sustainable development assessment, with knowledge on climate policies and transparency assessment for companies.
  • Extensive experience with policy analysis, GHG inventories, applying quantitative methods for impact assessment of climate policies such as LCA.
  • Extensive knowledge about SDGs and the linkage with NDCs for the companies.
  • Hands on experience on designing MRV system and institutional arrangement at national and sectoral level.
  • Knowledge on transparency framework and reporting requirements based on the Paris agreement.
  • Experience in project management and climate change finance related issues is an asset.
  • Knowledge about ICAT project phase 1 and series of Guidance notes is an additional value for the applicant

Languages

Fluency in written and oral English is required.
