Technical Specialist for ICAT project in Ecuador: Energy and Industrial sectors

ICAT Climate Action Transparency Initiative seeks a Technical Specialist for the development of the project in Ecuador and the implementation of activities related to Energy sectors (for the fuel combustion subcategory within ‘manufacturing and construction industries) and Industrial Sector (for the category of ‘mineral products’).

The Climate Action Transparency Initiative (ICAT) develops the provisions of the Paris Agreement, to strengthen national institutions to comply with the requirements of data and information transparency.

ICAT is a neutral multi-donor fund designed to strengthen the capacities of developing countries, so that National Greenhouse Gas Inventories can be reported with a higher level of available information, thereby contributing to the evaluation of impacts that the NCD will have on each of the sectors considered; which seeks greater quality, confidence and ambition to climate policies throughout the country and the world. The initiative’s approach considers the needs of the countries and the national MRV requirements of the country.

Ecuador has made important advances related to monitoring, reporting and verification of GHG emissions; such as the strengthening of the GHG inventory generation process, the publication of biennial update reports (IBA) and the third national communication (TCN), and the design of a national greenhouse gas inventory system or SINGEI.

The consultant will work closely with the Ministry of Environment of Ecuador, the national coordinator of the ICAT project and the national technical experts of INGEI.

Education: Third level degree in the technical field (mechanical, industrial, environmental engineering, or related to energy and / or industrial processes).

Multidisciplinary training preferable with knowledge of the energy sector, industrial processes, MRV, environment and / or climate change.

Work experience

The Specialist must have a minimum of four years of relevant work experience in the energy and / or productive area with mastery in raising and handling information on energy consumption and / or raw materials. Extensive experience in research methodologies and quantitative data analysis is required.

Proven general knowledge about the IPCC 2006 methodology for preparing national inventories of greenhouse gases.


Fluency in written and oral Spanish is required. Very good level of written English.
