Short-term Consultancy support for building a national MRV system in Sri Lanka

The Initiative for Climate Action Transparency (ICAT) puts into practice the request stated at the Paris Agreement to strengthen national institutions to meet enhanced transparency requirements.
The primary focus of the ICAT initiative under phase 2 is on Sri Lanka’s Transport sector while it will also support to update energy & waste sector NDCs.

The work on transport sector will focus on converting the MRV system designed under ICAT phase 1 to a web based system (digitalization of transport sector MRV); the work on energy and waste sector will focus on updating the sectoral NDCs using GACMO.
The prioritization of mitigation actions will benefits from GHG indicator as well as sustainable development impacts. Therefore, prior to the prioritizations, assessing the sustainable development impacts of the mitigation actions under each NDCs will take place. Last component will focus on designing a roadmap to develop a legal framework for data sharing to measure and report for achieving NDCs.

Duration of assignment

The consultant would be hire for the period of 1 March 2020 to 1 March 2021 but it is not requested to be involved full time.

Qualifications for consultant:

Education:

  • Advanced university degree (Master’s degree or equivalent) in Environmental policy, or related Climate Change field. Multi-disciplinary training preferable with knowledge on transport sector and MRV.

Work Experience:

  • Minimum of ten years of relevant work experience in Climate change domain particularly transparency and policy assessment. Extensive experience with policy analysis, GHG inventories, mitigation and adaptation assessments and measures within the framework of national communications, biennial update reports, NDCs and technology needs assessments is desirable.
  • Hands on experience on designing MRV system and institutional arrangement at national and sectoral level.
  • Knowledge on transparency framework and reporting requirements based on the Paris agreement.
  • Candidates/Firms with prior experience in Sri Lanka in both climate change mitigation and adaptation projects will be given preference.
  • Experience in project management and climate change finance-related issues is an asset.
  • Prior experience with detailing out NAMA financing options is desirable.
  • Knowledge about ICAT project phase 1 is an additional value for the applicant

Languages

Sri Lanka official language and fluency in written and oral English is required.
