Senior Advisor for Institutional Development Section

UNEP DTU Partnership (UDP) is seeking to recruit a highly experienced and motivated senior advisor with excellent skills of quantitative analysis for institutional development and strong backgrounds in climate change and sustainable development.

About UNEP DTU Partnership
The UNEP DTU Partnership (UDP) is a leading international research and advisory institution on energy, climate change and sustainable development. As a collaborating centre of the United Nations Environment Programme (UNEP), UDP works with a wide range of international entities, governments, and research institutions, to assist countries on their pathways towards sustainable development and climate goals. UDP has a staff of approximately 70 professionals from 26 different countries with backgrounds ranging from economics, to science, engineering, and energy planning. UDP currently implements project activities in more than 60 developing countries.

About Institutional Development Section
The Institutional Development (ID) section is one of five sections at UDP. The Section focus is on processes that improve the capacity of national and sub-national institutions working to achieve climate and sustainable development goals. This is done by undertaking activities ranging from capacity building, technical assistance, knowledge dissemination, and institutional analysis and strengthening focusing on climate governance and sustainability.  The ID Section is expanding its portfolio of projects and is inviting highly motivated and experienced Senior Scientific Advisors to join the team on: 

• Assisting partner countries in implementing their NDCs
• Analysing the current institutional arrangement of the partner government and recommending ways of improving the arrangement to achieve its climate and sustainable development goals in line with its national development priority
• Establishing and/or strengthening institutional and human capacity to achieve climate and sustainable development goals
• Developing transformational strategies and actions towards carbon neutral economies.
• Suggesting a model of institutional arrangements for effective and efficient implementation of climate policies and programmes to achieve the global climate goals.

The strategic priority areas are supported by research, policy advice, and capacity building, which encompasses technical and analytical activities tailored to country’s needs in the areas of institutional and human capacity development.

Key tasks and responsibilities
The candidate is expected to contribute to the development and expansion of activities particularly within the following areas:  

• Analyse climate change governance with focus on institutional set-up and/or arrangements and suggest ways of improvement.
• Support and ensure the technical rigor of complex analytical and advisory services.
• Lead and develop high-impact publications, including peer-reviewed articles, technical assessments and overviews, policy briefs, and diverse papers and reports.
• Generate new ideas, encourage innovative approaches and knowledge services to address institutional development for climate challenges in a developing country context.
• Initiate, contribute to and/or lead resource mobilisation activities, including project concept development and preparation of project proposals
• Represent UNEP DTU Partnership and the Institutional Development Section at expert group meetings, regional consultations, workshops, and seminars, etc.
• Advise and mentor less experienced staff to help their career development and integration into UDP.

Selection Criteria
We are looking for a versatile, motivated, and dedicated team player who possesses strong knowledge and expertise in the climate change and sustainable development area and who fully meets the following criteria: 

• Ph.D. degree in areas relevant to institutional analysis for climate change and resource management.
• Proven ability to use quantitative methods for analysis of institutional capacities and interactions such as econometric skills, behavioural economics, and agent-based modelling, etc.
• 5 to 10 years of relevant work experience in an international context with research-based scientific advice and dissemination on sustainable development and climate change governance.
• Demonstrated excellent writing, communication, and presentation skills in English. Additional French and/or Spanish is a plus.
• A track record of teamwork with strong interpersonal and diplomatic skills and ability to inspire and mentor less experienced colleagues.
• Demonstrated ability in fundraising and resource mobilisation with international donors.
• Ability to work in multicultural environment.
• Ready for frequent travel

Language
The working language at UDP is English. Proficiency in additional UN languages is an asset.

Terms of employment
UDP is part of the Department of Technology, Management, & Economics at the Technical University of Denmark and employees are university staff. The successful candidate will be employed in a full-time position according to the collective agreement with the Confederation of Professional Associations. The place of work is the UN City based in Copenhagen, Denmark.
