Background

Responding to the Paris Agreement the Initiative for Climate Action Transparancy (ICAT) integrates guidance, capacity building and knowledge sharing to engage countries in the use of a common framework to assess the impacts of their policies and actions and report progress, fostering greater transparency, effectiveness and ambition. The Initiative aims to improve the availability and quality of data and enable countries to promote efficient, cost-effective policies. The Initiative will also provide a platform for countries to share lessons learned and build mutual confidence in their climate actions.

ICAT is implementing an adaptation activity aiming to help countries strengthen their capacity to plan, implement, monitor, and evaluate effective and efficient adaptation actions in a transparent manner. This includes pilot activities in five countries: Bangladesh, the Dominican Republic, India, Kenya and South Africa. A first phase was concluded in early 2020, and a second phase is now starting in all countries aiming to consolidate results from phase I and scale them up to cover additional sectors.

Scope of work

The consultant will lead and coordinate all project related activities in the Dominican Republic in consultation with the The National Council for Climate Change and Clean Development Mechanism (CNCCMDL) in the Dominican Republic. The full scope of activities are detailed in the full TOR.

Requirements

The proposal shall include a quote for each deliverable and the portfolio of the organisation submitting the proposal. Each quotes will be evaluated based on an assessment of the expert (or experts) experience and expertise, on the methodology proposed as well as on the stated price. A list of the criteria applied in the selection process is included in the full TOR. A weighted average of these factors will provide a score which will guide the decision of the choice of the contractor for each deliverables.
