Result of Service

1. Prepare Mongolia Country Implementation Plan

  • Prepare a mapping of NDC Implementation Plan activities and support for developing and implementing NDC Actions and facilitate consultations with stakeholders on narrowing down the priority sectors,
  • Review national and sub-national NDC coordination mechanisms to assess gaps and identification of areas to address through the project,
  • Facilitate the organization of the High-level Launch event,
  • Prepare the Mongolia Project Document detailing the specific activities and Implementation Plan,
  • Facilitate the identification of National Technical Institutions.

2. Support DCC&IC in NDC implementation

  • DCC&IC, MoET is responsible for coordinating the NDC implementation in the country. This involves regular collating of status of implementation of NDC actions by various actors, assessing the progress, conducting NDC implementation review meetings, and identifying challenges and issues in NDC implementation. Support DCC&ICC, as the entity responsible for NDC Implementation Coordination, in undertaking regular review of implementation and coordination with other line ministries to facilitate the implementation of the NDC through:
    – Support the collection of information on implementation of NDC action Plan
    i) by line ministries and other actors through regular meetings with Line Ministries, Private sector and other key stakeholders Regular meeting with other Development Organizations, including United Nations Organizations, and bilateral/multilateral funding agencies to seek information of projects and programmes being implemented for NDC implementation
    ii) analyze existing climate policies identifying alignments and gaps across priority national and sectoral level development policies/programs.
    – Preparing regular updates on implementation of NDC Action Plan
  • Supporting organization of NDC coordination meetings of DCC&IC on NDCs:
    – Amongst partners for support to the NDC (Action Plan);
    – The implementation of NDC (Action Plan) through the engagement of the different ministries and international partners
  • Support the government in organizing one Workshop engaging all relevant stakeholders in-country;
  • Support the government in identifying and disseminating information on best practices and lessons learned;

Deliverables:
(i) Update Report on NDC Action Plan Implementation, including reports on coordination meetings
(ii) Workshop Report

3. Support Project implementation

  • Develop Project Synergies with national and international stakeholders based in Mongolia
    – Undertake regular contacts with national stakeholders, including the sub-national government, the private sector, financial institutions, and Civil Society Organizations.
    – Participate in events and meetings in Mongolia that are relevant to NDC implementation.
    – Regularly prepare a report on the status of activities and work on NDC implementation for RC, NSP.
    – Identify linkages and synergies of project activities with national, sub-national and sectoral policies and strategies on climate change, and implementation process of updated NDC of Mongolia in the identified two priority sectors,
  • Support NDC Regional Coordinator in Project implementation – NAP-NC will work in close cooperation with NTIs in ensuring timely and effective implementation of country project plan
    – Review with NTIs and prepare quarterly project progress to monitor the progress of project implementation against set targets and indicators, and identify any emerging challenges or risks for implementation.
    – Help identify emerging challenges and critical issues and work with RC and UDP coordinator in solving the challenges.
    – Coordinate with the national technical institution that is a local implementing partner for NDC Action Project in order to ensure the alignment between the governments’ political priority and technical support through the NDC Action Project.
    – Lead and prepare in cooperation with the NTIs in a timely manner annual and semi-annual work plans.
    – Help organization and facilitation of national multi-stake holder consultation meetings and regional events for NDC Action Project, cooperating with the national technical institutions as necessary.
    – Facilitate the country missions of UNEP and UDP.
    – Help political coordination between line ministries of identified priority sectors and the UNEP Regional Coordinator.

Deliverable:
1. Update reports on NDC implementation and potential for synergies with other initiatives
2. Quarterly progress report on project implementation.

Duties and Responsibilities

The project entitled “NDC Action – Facilitating implementation of climate-resilient and low-carbon development aligned with national and global goals” will be implemented in Mongolia by United Nations Environment Programme (UN Environment) and the UNEP DTU Partnership (UDP) in close collaboration with identified national institutions.
To achieve the adaptation and mitigation goals of the Nationally-Determined Contributions (NDCs), countries need to translate their broad NDCs into specific policies, programmes and financing plans for actions identified to achieve NDC goals. NDCs typically list these actions, but the descriptions often lack specificity and details (particularly regarding adaptation) and are generally weak on institutional arrangements and transparency. By translating each NDC into sectoral portfolios of policies and programmes, the project will bridge the gap between the content of the NDCs and the information and capacity required for their implementation.
Aligning with Mongolia’s own NDC priorities, the NDC Action Project bridges this gap. The project will secure a multi-stakeholder and high-level engagement; provide the technical support to strengthen the capacity of Line Ministries and Sub-regional government bodies responsible for NDC implementation; support development of a portfolio of sectoral policies and programmes for two priority sectors selected in each country; support development of investment plans in these sectors; and facilitate experience-sharing, both among the partner countries and with other countries.

The NDC Action Project – National consultant (NAP- NC) will contribute to the achievement of the expected Outcomes and Outputs of the NDC Action Project implementation in Mongolia. NAP-NC will support the NDC Regional Coordinator based in Bangkok in implementation of the project activities in close cooperation with the National Technical Institutes hired for technical outputs of the project. This will include supporting the Department of Climate and International Cooperation (DCC&IC), Ministry of Environment and Tourism, in undertaking its responsibility of coordinating NDC Implementation through regular update reports on implementation, organization of meetings, overall planning. The NAP-NC will work under the supervision of Head DCC &IC and general supervision of the UNEP Regional Coordinator. The NAP-NC will be based in Ulaanbaatar, Mongolia, in the office of Ministry of Environment and Tourism.

Qualifications/special skills

Academic Qualifications: A postgraduate degree in public administration, development, natural resource management, the environment or a science, or socio-economic related field
Experience:

  • At least 8 – 10 years of experience in areas of work related to climate change policy development and analysis and institutional assessment and capacity building in relation to climate change mitigation and adaptation.
  • Experience working with the Government of Mongolia is an asset
  • Experience in program development and implementation is an asset
  • Excellent skills and experience in stakeholder engagement and facilitation
  • Professional experience of working with the United Nations projects would be an added advantage
  • Ability to work under pressure, with short lead times.
    Language: Fluency in written and spoken English and Mongolian is required
