Consultancy on strengthening energy efficiency in Kenya

Copenhagen Centre for Energy Efficiency (C2E2) is implementing a new project on strengthening local vocational skills in the area of energy efficiency. The overall global project, which runs until the end of 2021, aims to create or strengthen local vocational skills in the area of energy efficiency. The project is being executed in multiple countries, and C2E2 is seeking for their work in Kenya to contract a local Consultant, based in Kenya for nine months.

The project will:

1) Report on existing skillsets of professionals working in the sector of energy efficiency and identify skill gaps

2) Assess the content of courses at university and training programs run by different institutes in Kenya and identify skills and knowledge gaps

3) Make recommendations for policymaking on how to update educational profiles according to local needs and state-of-the-art international practices on this matter.

The project thus aims to make a contextual assessment of skills and knowledge gaps among professionals working in the energy efficiency sector and in the educational programs that train these professionals. Within this program in Kenya, the following needs are identified

  1. Upgrade of knowledge and skills of the  energy efficiency technicians/professionals to support Kenya’s initiatives to make the production and service sectors more energy efficient
  2. Identification of energy efficiency knowledge+skills requirement vis-à-vis the available within the programs offered by the universities and other training centres in Kenya.

Qualifications and Skills

The appointed consultants should have:

  • Bachelors in engineering (in mechanical/electrical or similar relevant discipline) with at least five years (ten years is desirable) of experience in the energy efficiency area.
  • Postgraduate degree in energy efficiency/energy management or similar discipline is desirable.
  • Knowledge of the educational system of Kenya and understanding of the energy efficiency sector. Should have experience in providing training and/or teaching energy efficiency.
  • Experience in conducting energy-related surveys
  • Experience of conducting stakeholders’ interviews, including government agencies and private sector
  • Proficient analytical and writing skills, and  English and  local language (Kenya)  communication skills

Working Arrangement

The consultants or consultancy will be retained on a contract with C2E2 based on deliverable output. They would be required to be available for the timely delivery of milestones throughout the project.

The consultant will work under the supervision of the project partners Copenhagen Centre of Energy Efficiency (C2E2)-UDP,(Ministry of Energy (ME), Kenya and Kenya Association of Manufacturers (KAM)).

Language

All outputs should be prepared and submitted in the English language to C2E2

The cover letter should include a detailed description (draft work plan) of how the consultant envisions to address the tasks outlined in the ToR and lumpsum estimate for travel costs for consultations.
