Consultancy for project coordination and implementation of ICAT in Ecuador

UNEP DTU Partnership (UDP) is seeking to hire a short term national Consultant to Support Ecuador for coordinating and implementing the Initiative for Climate Action Transparency initiative (ICAT), with focus on national MRV system in the energy, agriculture, industrial processes and waste sectors (targeting data collection and measuring).

Background

 The Initiative for Climate Action Transparency (ICAT) puts into practice the request stated at the Paris Agreement to strengthen national institutions to meet enhanced transparency requirements.

ICAT is a neutral, multi‐donor fund designed to improve the capacity of developing countries to assess the impacts of their actions to meet their INDCs and bring greater quality, trust and ambition to climate policies worldwide. ICAT is uniquely positioned as one of the only MRV programs that offers newly developed guidance related to the MRV of policies and actions as well as country capacity building work. It builds upon the guidance being developed by UDP, WRI, and VCS and counts on UDP’s network of country partners for enhanced engagements. Our main focus is on country needs and national MRV requirements ‐ while we observe UNFCCC MRV developments, we are not bound by them and this allows us to tailor the project to country requirements.

Nature of the assignment

The consultant will work in close cooperation with Ecuadorian Ministry of Environment, UDP country coordinator and national technical experts to perform the following activities and tasks according to outcomes and outputs expected

Duration of assignment

The consultant would be hire for the period of 12 months.

Qualifications

 Education

  • The consultant for the proposed assignment should have an advanced university degree (Master’s degree or equivalent) in Energy Technology, Environmental Policy, or related Climate Change field.
  • Multi-disciplinary training preferable with knowledge of waste, agriculture, energy sector or industrial processes and MRV.

Work Experience

  • The consultant should have minimum of five years of relevant international and national work experience in Climate change domain. Extensive experience with policy analysis, GHG inventories, mitigation assessments and measures within the framework of national communications, biennial update reports, NDCs and technology needs assessments is required.
  • Hands on experience on designing MRV system (including data collection, data management and QA/QC), and institutional arrangement at national and sectoral level.
  • Knowledge on transparency framework and reporting requirements based on the Paris agreement.
  • Experience in project management and climate change finance related issues is an asset.

 Languages

 Intermediate knowledge of English is required (all final deliverables of this project must be in English) and Fluency in written and oral in Spanish.
