Call for Consultant to review transport sector NDCs in Sri Lanka

UNEP DTU Partnership is seeking to hire a short term International Consultant to support Sri Lanka with its national MRV system with a focus on transport sector. The project is under the ICAT initiative (Initiative for Climate Action Transparency)

Nature of assignment

The consultant will work in close cooperation with National Focal Point, UDP representative and national experts to deliver the following tasks from the transport sector:
• Stocktaking mitigation strategies and scenarios focusing on transport sector using previous projects and studies for example under ICAT project: Harmonizing Methodologies for Assessing Greenhouse Gas Impacts of Policies and Actions in the Transport Sector.
• Prioritization of mitigation actions in Transport sector using stakeholder consultation
• Revising Transport sub-NDCs and defining targets and ambition for the mitigation actions
• Providing inputs with regard to mitigation actions in revised sub NDCs for transport sector for mitigation analysis of revised NDC
• Conduct mitigation analysis using GACMO model under the direct supervision of UDP

The consultant will conduct consultations with stakeholders in the concerned ministries and government departments to collect data and information available.

Deliverables / Outputs

• Recommendations and inputs for NDC revision
• Mitigation analysis of transport sector projects identified under revised NDCs

UNEP DTU Partnership (UDP) will review all written deliverables before being finalized. This includes: i) all reports to be drafted by Sri Lankan counterparts; ii) UDP reserves sufficient time to review in detail and provide feedback; iii) feedback, comments, and suggestions will be addressed by Sri Lankan focal points; and iv) UDP will sign‐off on final version of each. As per the work plan, most work will be carried out by Sri Lankan counterparts. UDP’s role will be to review final outputs, offer feedback, ensure coherence with ICAT program and mitigation analysis of revised NDC.

Background to the assignment

The Initiative for Climate Action Transparency (ICAT) puts into practice the request stated at the Paris Agreement to strengthen national institutions to meet enhanced transparency requirements.
ICAT is a neutral, multi‐donor fund designed to improve the capacity of developing countries to assess the impacts of their actions to meet their INDCs and bring greater quality, trust and ambition to climate policies worldwide. ICAT is uniquely positioned as one of the only MRV programs that offers newly developed guidance related to the MRV of policies and actions as well as country capacity building work. It builds upon the guidance being developed by UDP, WRI, and VCS and counts on UDP’s network of country partners for enhanced engagements. Our main focus is on
country needs and national MRV requirements ‐ while we observe UNFCCC MRV developments, we are not bound by them and this allows us to tailor the project to country requirements.

The present assignment will be complementary for the current outcomes.
The current work, therefore, will focus on review and update transport sector NDCs in Sri Lanka. Sri Lanka has already taken steps in design and implementation of monitoring and evaluation (M&E) system that includes indicators necessary to measure INDC implementation and intends to build monitoring, reporting and verification (MRV) system.

Among other actions proposed in INDC, as well as in the Sri Lanka climate change strategic plan and action plans, it is the Sri Lanka’s transport sector that is expected to play a significant role, specifically the promotion of passenger shift from private to public transport modes, the introduction of electric railway systems, and the enhancement of efficiency and quality of public transport. Sri Lanka’s transport related sub NDCs need to be revised. Therefore, the current work will focus on review and update transport sector NDCs in Sri Lanka.

Duration of assignment

The consultant would be hire for the period of 1 Jun 2019 to 20 August 2019.

Qualifications for consultant/firm

Education- Team Leader for the proposed assignment should have an Advanced university degree (Master’s degree or
equivalent) in Energy Technology, Environmental policy, or related Climate Change field. Multi-disciplinary training preferable with knowledge on transport sector and MRV.

Work Experience

Team Leader should have Minimum of ten years of relevant international and national work experience in Climate change domain. Extensive experience with policy analysis, GHG inventories, mitigation assessments and measures within the framework of national communications, biennial update reports, NDCs and technology needs assessments is desirable.
– Hands on experience on designing MRV system and institutional arrangement at national and sectoral level.
– Knowledge on transparency framework and reporting requirements based on the Paris agreement.
– Candidates/Firms with prior experience in Sri Lanka in climate change mitigation projects will be given preference.
– Experience in project management and climate change finance related issues is an asset.
– Prior experience with detailing out NAMA financing options is desirable.

Languages

Fluency in written and oral English is required.
