Background to the Assignment
Technology Needs Assessment (TNA) is a means through which a country can prioritise technologies, practices and reforms that might be implemented in different sectors of the country to reduce greenhouse gas emissions and climate vulnerability and to contribute to her development goals.
The current Global TNA project, deriving from window (i) of the Strategic Program on Technology Transfer, is designed to support developing countries to carry out Technology Needs Assessments within the framework of the UNFCCC.
The main objectives of the project are to:
- identify and prioritize through country-driven participatory processes, technologies that can contribute to adaptation and adaptation goals of the participant countries, while meeting their national sustainable development goals and priorities (TNA).
- identify barriers hindering the acquisition, deployment, and diffusion of prioritized technologies.
- develop Technology Action Plans (TAP) specifying activities and enabling frameworks to overcome the barriers and facilitate the transfer, adoption, and diffusion of selected technologies in the participant countries.
In 2018, Uganda received support from the Global Environment Facility (GEF) to conduct technology needs assessment. The support is implemented by the UNEP DTU Partnership, Denmark and coordinated by the National Designated Entity (NDE) for the Climate Technology Centre and Network (CTCN) for Uganda. Uganda has now reached the stage of developing its technology action plan (TAP).
In this regard, UNEP DTU Partnership, the implementing partners intend to engage a consultant to develop a TNA Concept Note for the project idea Rainwater harvesting for submission to a funding agency to be identified. The concept note will build on the TNA work already done in this regards.
